November 1, 20196 yr I need to make a new UK passport and don't have enough time to do that in Bangkok due to my visa, and I'm not returning home any time soon. Is it possible in Vientiane?

November 1, 20196 yr I had the same issue but I'm Canadian. Since there is no Canadian embassy in Laos, I went to Kuala Lumpur. Before I got a long stay visa a Thai IO asked me why it was issued in Malaysia and when I will go back to my country.
November 2, 20196 yr Yes you can apply in Laos you have to attend the British Embassy in Vientiane to submit the application, but you need to keep in mind that the Passport Office in the UK advise that applications will take up to six weeks to be processed from when the application is received in the UK during which time the passport isn't valid for international travel. https://www.passport.service.gov.uk/overseas/information/laos/renew/adult theoldgit
November 3, 20196 yr I got my passport renewed at the embassy in Kuala lumpar,took 8 or 9 days arrived at kl embassy,the staff was very helpful unlike those at bangkok
