Not sure how long its been available but HDPrime now has a picture in picture option available on all their TV channels (at least all the ones that also have catch up available).

 

And only available on windows. Doesn't appear to be available on android.

Well, they're showing that many repeats on UK TV from that era at the momemt, perhaps they're trying to bring back the technology to match. At least they're trying to make you feel at home ????.
