FWIW, I did my retirement extension at Jomtien 11 February with bank letter from the day before, no problem then. I don't know if this qualifies as recent, since these policy changes often happen overnite, as a reaction to outside events. But you can get the letter and still be at Immigration around 09:00 or just after. Not ideal, but doable. Now let's hear some reports from the last few days before getting all upset. It may blow over and settle down again...
