Government announces 3,000 baht payment for elderly, infant, disabled population

Each person is entitled to a one-off payment of 3,000 baht, which will be paid into thebank account recorded on the Ministry's database.

So they can get 3,000 baht.

People open a bank account with their Thai ID.

The US government sent me my Covid-19 stimulus money into my bank account from me filing my US Tax Return.

Qualifying Thais are issued a special Welfare Card, similar and in addition to their Thai ID Card, which can then be used as DEBIT CARDS in Thai ATMs. Apparently the funds are only available for a limited time which may answer the question as to why people rush the ATMs a few days after the funds are released.
