People open a bank account with their Thai ID.

Qualifying Thais are issued a special Welfare Card, similar and in addition to their Thai ID Card, which can then be used as DEBIT CARDS in Thai ATMs. Apparently the funds are only available for a limited time which may answer the question as to why people rush the ATMs a few days after the funds are released.
