A whole nation misconstrues nothing !!!! - everyone knows they can pay a fee to get away with speeding all the way yup to drink driving and then continue to speed, drink drive or do whatever they want with impunity.

That is the funniest line I have read for a long time. "I don't WANT to take your money, but I do not have a choice"......

Also they must hate the advent of mobile phone cameras, seems to have severely clipped their wings.

I guess there is life beyond traffic tea money.

 

That said, any intersection a policeman could give out probably 500 tickets a day  for no helmet alone...and another 500 for no license or unpaid insurance...
