It's really very simple: It will help Americans by making the Russians think twice before doing something similar again.

China is America biggest  enemy and Russia is in second place. But if or when the Dems. get into power they will be friends again, as Trump always has them on the ropes and gives them nose bleeds.

Why is Biden's chief of staff addressing this and not Biden himself?  Biden needs to hold a press conference and let the American people know what's coming.

No he doesn't. Even if he was already president, it's usually not done to signal exactly what's coming in advance when talking about retaliation against an enemy state.

This is a bit like blaming the shark for biting someone ... the shark is just being a shark.  I don’t see the issue with the Russians exercising their capabilities to undermine a competing state.  It’s the responsibility of the US to protect themselves.  Do we think the NSA never does things like this overseas,  Israel, China, N Korea?

So in this case, Trump gets an uppercut from Putin resulting in a bloody nose, and Trump responds by threatening to hit China.Biden threatens to give Putin a bloody nose in return.

Now your reasoning seems to be bloody noses are good but I don't like it if Biden threatens to do that because Trump does nothing?

This should come as no surprise. Russia has major resources that the CCP wants, they'll use their satellite state that possesses the world's most powerful military,  to acquire it, by whatever means necessary.
