The term "Fake News" is simply the moniker used to censor speech that doesn't fit the narrative of the current ruling class be they government, corporate, or otherwise.  World-wide, not just here.
So the message is essentially that this ministry will work to implement censorship schemes domestically.  I wonder how they handle news coming from outside the country like Germany?  I guess one just crosses their fingers and hope there are no German reading Thais domestically or you firewall off German publications from within Thailand.  They're not doing anything that isn't now being discussed in the  "democratic, free" West.  This move toward authoritarianism seems to be going global.  A truly free and independent press is a rare animal nowadays.

Agreed. MSM Press outlets and journalists just print directly from Govt handouts, and criticism is censored, ridiculed, or branded "fake news".
