A friend of mine is wanting to return home to Canada for a few months and come back to Thailand using his O retirement visa extension before it expires. Will he need to have health insurance/covid coverage on his return? COE as well?

In a few months who really knows ? As of today...he will need COE and COVID coverage for the duration of his permission to stay. Only if he was on an OA visa would be require health coverage

Health insurance not needed as he is not doing an O-A retirement extension of stay.  Anyway, he would already has health insurance when he renewed his extension of stay.

I wanted to get COVID Insurance for returning to Thailand following a USA visit, I hit the link given in this thread "tipinsure" and filled out the form. I got a quote for 42,000 Baht, I filled out the application form, one year coverage, 69 and one risk condition, I got a message that I did not meet their requirements, the message thanked me for using their service.

 

After a few hours of searching, I found an insurance company that had a simple application form, I got the needed one year COVID insurance for Thailand entry at 32,000 Baht.

 

These insurance companies are taking in huge profits. The insurance cover is for only $100,000, if you get hospitalized for COVID, the cost of a COVID hospitaalization even with mild complications will far exceed $100,000. if you make a claim and COVID impacts another condition you have had, perhaps controlled hypertension, guess what if you make a claim you will be denied because you had a pre-existing condition. 

 

There is little downside to this COVID insurance but lots of upside for insurance companies.

Currently I'm expecting everything the same as now - COE, Covid insurance,  pre-flight Covid test and mandatory 14 day Bangkok quarantine. (Or potentially Phuket or other options). All of that could change of course before then. In particular I'm hoping that fully vaccinated arrivals do not need to quarantine, or at least can transit at BKK and self-isolate in their own province. Let's see.

Assuming that you are, in fact, talking about (a) a re-entry permit preserving an existing extension of stay, and (b) the 100k USD COVID insurance requirement, the insurance policy needs to cover the whole period up to and including the re-entry permit expiry date.

I think it can be determined by the length of your stay in Thailand, i.e., until your return flight if you have one.

There are various orders and etc that expire on September 30th.

The STV ends on the day and certainly will not be extended.

The 45 day visa exempt entries also end then but may be extended if a 14 day quarantine is still in effect for the majority of people.

If things were normal then they might change some entry requirements. I don't think the covid 19 insurance will go away anytime soon.

i am also looking to go back shortly. I think there is a good chance that there will be some benefit from the double jab. I have seen articles on holiday sites advertising Phuket for vaccinated Brits so something may come out of it as time goes by.

I'm not going back until the end of the year, so things may be very different by then ! Hopefully for the better.

But let's say your non O expires in 45 days and you buy covid insurance for 90 days can you fly to Thailand on a one way ticket?

I assume you mean a extension of stay with a valid re-entry permit that will only have 45 days remaking before it expires. In that case you would only need for 45 days of covid 19 insurance and you would not need a ticket out of the country.

Hopefully being the operative word, the arrangement that has been introduced is for NHS vaccinations.

From an interview I saw the problem appears to be that they are unable to confirm validity of jabs from other countries. How long for a solution is anyone's guess.
