Through all of these lockdowns, there has always been 'for necessary reasons' in the fine print.   As long as you have something to show at the checkpoints, they'll wave you through.   They're all nervous about getting sick too, they don't want to have a long face to face.    For going back to school.... I'd use: just a photocopy (on one page) of your kid's school id with another graphic (maybe copied from the school's announcements on their website) showing your school's opening date or an email from the school with the date highlighted.

you can always move from less infected province to the more infected one.

Probably a letter, confirmation from the school would sort out potential questions at roadblocks
