When all my kids did the backpacking thing I would brief them along the lines of " when you are lost or need help you approach a Bobby, never ever do that in Thailand as the Thai police are the criminals".They all returned home safely. You cannot tarnish an image that is already so low that news like this doesn't surprise anyone except for the stupidly niaive Thais themselves. The Czar cannot even remember that one of his initial promises when he stole the country was that he would cleanse police corruption. The problem is that they are not allowed to complain about superior officers or colleagues of long service. The superiors are always given the benefit of the doubt and can institute repercussions against the complainant(s) because they are left in post. Suspension is appropriate and in this case arrest and detention of the culprits.
