Yes but: US vaccinated travellers have to prove residency in the US and UK, US and EU vaccinated travellers entering from Amber List countries will still have to provide negative pre-departure and Day 2 tests.

after staying 10 days in that country, as here people are wanting to return to the UK from Thailand, so a stop over must be that for at least 10 days, as per another poster posted

Where have you guys got these different reasons for the change from?  I don't know the newpapers' sources, but they indicate the change was down to the high levels of Beta variant which is at odds with all the above.

"Thailand and Montenegro will be added to the red list from 4am on Monday 30 August 2021, reflecting the increased case rates in these countries and the higher risk that travel from these countries poses to UK public health. The high rates combined with lower levels of published genomic surveillance in Thailand and Montenegro than other countries mean that an outbreak of a new variant or existing variants of concern (VOC) or variants under investigation (VUI) cannot be easily identified before it is imported and seeded across the UK."

Thailand will be on the UK Red List effective 4.00am 30 August.

He's not vaccinated. He's going to the UK to get vaccinated as he can't get vaccinated in the Phillipines.

I recently arrived back in the UK from Germany and I am vaccinated from the Americans with a CDC card. I had to have it added to an EU vaccination certificate by a recognised Pharmacy in Germany.

just have to hope that the costs of the flight, hotel in Dubai are cheaper than that in the UK, the quality of the hotel will however, in Dubai be much better
