flight transit Thailand requirements?

Is the covid insurance still needed if it's just transiting to another country?  What else is needed to transit?   This is very confusing.

According to the Thai embassy web site which has a page dealing with all aspects of the Thailand Pass, if transiting and you don’t pass through immigration,

you don’t need to register for the pass but still need a policy showing Covid cover of  $US10,000.00

A guy I know transited through suvbhaniphum last week and had to buy the covid insurance at check in at Heathrow before being allowed to travel.

The only thing required when transiting through Thailand is the $10,000 covid 19 insurance.

World Trips minimum coverage for the policy I am speaking about is $50,000 USD (which is well over the requirement).

There are not rules related to a maximum deductible.

Insurance Deductible = a specified amount of money that the insured must pay before an insurance company will pay a claim.
