They only seem to fix these type of things when there's publicity

Yes, after 3 or 4 accidents or a death or two.

I presume the pole was there first!

If you were to run into the pole creating many expenses for  body repair to yoursellf and the car then went to ask for compensation from the local community  the first reaction would be laughter.

End result will be 0 compensation.

Local residents are now urgently calling on the relevant authorities to investigate and resolve the situation before any harm occurs.

It amazes me that none of the relevant 'authorities' EVER notice danger until there's an outcry, usually after a death or two!

behind the local municipal office

Is it staffed by blind officials?  Is the road ever used by police?

And no pat on the back for making the completion date.  Thailand Is Tough (TIT.

"My job is to build the road, not worry about utility poles."

Reminds me of an oldie....

'walking down the road I see one guy digging a trench, I ask him what he's doing...  "Its my job to dig the trench"....   I walk further down the line and see another guy filling in the trench, I ask him what he's doing...  "Its my job to fill in the trench".....   I ask... "and you do this every day ?"... and the guy answers, yes, but usually theres also a third guy who lays the cables'....

This fits perfectly in the 'not my job' section of workers...

Please confirm the picture that you claim depicts England.

Sorry it was a quick Google image search, I just saw "Newcastle". But it is Newcastle in Australia.

Can't be arsed searching specifically for British ones as it is not important, my point has been made that idiocy and miscommunication between government agencies is universal and not "only in Thailand" as the poster I was replying to said.

A telltale sign that you have been living in Thailand too long, is when your reaction to the position of this pole is 'Huh? So what?!'  🙂

You're right. And that was exactly my reaction.
