I spoke to a workmate yesterday from the Philippines who was part of a big religious group there called something like the kingdom of Jesus and their leader Apollo Quigboyly is arrested by Marcos at the request of the FBI for alleged trafficking etc 

 

But my work mate said it's all made up by these secret organisations 

 

They are seen in the background dark sunglasses 

 

Does the president have any oversight of the CIA or do they run themselves 

Is the X Files department still looking for extra terrestrial?

Do these secret organisations assassinate people?

 

Is there any former CIA agents here ?

A better question would be, what is this religious sect, who is the leader, and what crimes, particularly those against children, resulted in him being on the FBIs most wanted list.

It's either a secret cabal of brilliant and manipulative shape-shifting ten foot lizard people from the rogue planet Nibiru, who control your thoughts and every aspect of your life, or it's an organization in the Executive Branch comprised of folks who are either quite patriotic, or who are action junkies who just think life is a grand game and want to have some fun. And no, the agency does not care you exist, unless you're a terrorist, or dealing in fissionable nuclear material, or something dangerous like that.

 

The agency after the Church Commission in the late 1970s is quite different from what it was from its founding after WWII until the Commission. It falls under the President, and does nothing outside of its mandate (of recruiting clandestine sources and gathering intelligence) unless POTUS signs a Presidential Finding. ALL covert action programs result from a signed Presidential Finding. Also, most agency folks know few covert action programs are effective, as there are just too many variables at play to orchestrate the Presidentially-desired outcome.

 

Presidents often do not understand what it can do, both legally and from an ability perspective. What it has the ability to do is actually rather astonishing, and it might surprise people to know that the agency invented all sorts of things now commonly in use in wider society, but for which others claim credit.

 

Sometimes Presidents ask for a number of options to address an issue important to the President. Some options are introduced as fringe alternatives, but tickle the fancy of the sitting President and are what he chooses. He then signs a Finding and the action is initiated. Pulp fiction and Hollywood B-fare is filled with 'rogue' operations, but that truly is fiction. The sitting President drives everything. Sometimes the agency accepts the blame for the POTUS, when all fault actually is that of the POTUS.

 

The agency cultivates two widely divergent images: that it is omnipotent, and that it is wildly incompetent. Both have value. The truth is somewhere in between. There are things for which the agency gets blamed for political reasons, when its own intelligence and analysis was opposite of what is portrayed, such as WMDs in Iraq. While proving a negative is not possible, the agency analysis pre-Iraq War was <15% chance Saddam had WMD. The Republican neocons refused to accept that; hence the disastrous invasion. The same is true of the Afghanistan War. Back in 2001 the agency argued Afghanistan was a money pit where no victory was possible, and that the US should take out the al Qaeda bases, then leave. That advice was ignored, and a two decade waste of humans and money was the result.

A battery of psych tests, like the OP would love, and then an hour-long interrogation by two HR types. 

 

Got called back for a second interview, then nothing. I didn't have a foreign language and I was a bit on the old side.

CIA:

Open source information is a large part of the intelligence gathering community.  It began during WW 2 as the Foreign Broadcast Information Service.  It is now called the Open Source Center.  I've seen FBIS at an average of 12 to 15 locations worldwide.  I recall seeing FBIS BANGKOK, FBIS OKINAWA, FBIS TOKYO, FBIS LONDON, FBIS VIENNA, and FBIS CHIVA CHIVA in Panama.  Foreign nationals work in these CIA managed centers.  Media is evaluated, translated, and in my time sent out as teletype messages. When I work U.S. Southern Command in Quarry Heights, Panama we would average 300 FBIS messages received daily.

 

NSA:

NSA also collects intelligence.  Their automation filters more time sensitive data both tactical and strategic.  Data is collected and disseminated via front channel and back channel means.  In my time in the 1970s and 1980s the means used was the AUTODIN (Automatic Digital Network) and separate networks.

 

FBI:

The FBI does have a presence outside of the U.S.  There are LEGATs or Legal Attaches (might have that acronym incorrect) at several American embassies.

 

Of course in modern times email networks have largely replaced the teletype store and forward message processing.  However, dedicated networks do exist outside of the email networks.

I received a letter while in grad school inviting me to seek an interview with the CIA. I did not pursue it.
