IMO it makes more sense to use the ATACMS to cripple Russian oil and gas production. It is Russia's principal source of income, and Putin does not have the engineers to make repairs. The Soviet education system collapsed in the eighties. The Western technologists that helped run oil and gas production are gone.

 

Wars cost money, and the Russian economy is showing the strain. Ask America, Vietnam nearly bankrupted it.
