That is why AID programs, whether humanitarian, military or whatever give/try to give  credits for 60 to 75 per cent of the projected program/budget. Eliminates as much corruption as possible. Again one should REALLY think of it as its taxpayer aid to US business, military industrial complex and farmers, as to any  foreign countries. 

However that is likely far too leftist an idea for your brain pan to handle.  :biggrin:

The only thing making Russia a superpower is its nuclear weapons. Given the amount of corruption and slipshod maintenance exposed in the army, there's some doubt as to how many actually work.

 

By any other metric, Russia is not a superpower. It's an unstable federation encompassing many ethnic groups, many of whom are restive under the Russian yoke. It is tribal, as Sir Laurens van der Post noted.

 

Its economy is now a train wreck. Its army would not stand a chance against NATO, even without America. Its GDP is a fraction of the US, EU, and China. As John McCain said, it's a big gasoline station.

 

You can bet China is eyeing eastern Siberia quite covetously. The pseudo-partnership may not last long. Xi holds all the cards.

Clearly a Pro Lunatic Trumpian - and just as he does, you offer no evidence for your claims.  Please provide evidence of Zelenskyy's villas and bank accounts (yes I can spell his name).  I do not mean evidence from other similar claims, I mean real evidence.

Interestingly, America granting Ukraine a "security shield" would seem to indicate America is going to be withdrawing from NATO, because I don't see any other context in which Russia would accept this.
