I think this could be the best solution.

Weed smokers can still get high.

But they don’t annoy the straight heads.

If you're a tourist how can you smoke in private?

Not allowed in room or balcony.

Not allowed on beach, park, or road.

Not allowed in bars or restaurants.

Many Islands is now completely ruined by dopeheads. Yes, it was smoking at islands before, but never in public like it is now. It is just became stupid, and of course the results was predicted and expected.

Thai people not responsible enough for weed, like they are not responsible enough to drive. There is an article every day about brits successfully smuggling weed out of subvarnabuhum and getting caught at their destination. They will blame everyone but themselves first though

Thai people? Not many tourists or expats is responsible enough. Can't say all of the expats, but just the responses I get here at this forum when you just adress pure stupidity, shows the mentality of quite a few expats.

I do not get people who want to do it in public. You pay money for narcotics, surely the only way to enjoy them is in your bed at home with a lady?

Who? 

The tourist police don’t supply it. They are just reacting to the complaints from the local Thais about the Israelis smoking it in public.

It is a good compromise.

   This is an old report . 

Most of the Israelis left and went elsewhere and then the locals complained about the lack of tourists in town

In Siam Reap I used to sit by the swimming pool and the place was packed with Israelis that had just finished their national service, all with bags of weed on the table by them. The guys were all really nice, and rolled them for me.
