"Short bus" is North American slang for a small school bus, commonly used in a derogatory way to refer to a bus for students with disabilities or intellectual challenges. It's a colloquial term, not a standard technical designation for a type of bus, and its usage is often considered offensive.

No. Higher. Cheney had that resolution passed that allowed the US to conduct the Afghan and Iraqi campaigns entirely "off the books". Not counted. So, how much higher? $7 trillion? Or more?
