If there were public toilets I doubt they would need to pee on the side of the road. French style pissoirs are the minimum required.

why can't you just do it in the car in a plastic bottle, out of view of all and sundry??

Even have seen cops pull over and take a leak around the bushes in broad daylight.

But what to expect in a country that does not provide sufficient public clean toilets all over, trash bins for the public or recycling points to dispose of large thrash or electronics. People end up in just dumping it anyplace. Happens all the time in many western countries also.

It isn't legal but necessary sometimes, especially as bkk6060 said, but you do it discreetly, in the woods, behind a building, in some brush, so no one sees it. I see locals doing it all the time, right on the edge of the road, facing the other way. I've seen my ex mother in law stop on the side of the road and take a dump, a few times, which was funny to me as people were passing and hardly gave a glance. If you're near where you have to go, you start searching places to hide, or keep a bottle in the car.

Perhaps you have not noticed. Every fuel station in Thailand has toilets. You don't need to buy fuel to use them.
