Government bans / laws are not always based on facts. A special permit might be a good idea, like a driving's license. Show that you can handle the dog.

Haven't seen proof of your statement that they have an instinct to kill yet.

In my book, I propose a 1-woman/1-child approach. Even then, a 90% reduction in the population would take about 500 years. We don't have that long. I think we're already "over the cliff" on our destruction of the Earth's environment. I doubt if we'll last for another 200 years.
