It is Heads of State (unless the person is a wanted war criminal such as Putin) that can address the UN Assembly. It was improper to have the Thailand Foreign Affairs Minister unless the Thailand PM specifically permitted Sihasak to do so but there should be a Thailand ambassador to the UN to make such an appearance in absence of the PM. 

H.E. Mr. Cherdchai Chaivaivid is the Thailand Ambassador and Permanent Representative of Thailand to the United Nations. Why didn't he speak in lieu of the PM?

Sihasak speech should carry little or no authority as spokesman for Thailand.

Maybe H.E. Cherdchai is an ineloquent old duffer who struggles with a teleprompter, like that other chap earlier?

The New York Times just dropped an absolute bomb on Cambodia. Aside from exposing a large, Chinese weapons shipment they received a few weeks prior to the clashes (and shipped immediately to the border in question), several experts basically say that Cambodia is the aggressor and that Thailand has simply reacted and defended themselves.

 

General Rath Dararoth, Cambodia’s secretary of state for defense, tried to claim that the weapons (including the artillery rockets they used to kill Thai civilians) were for their annual military exercise with China, but when the reporter pointed out that the exercise in question ended three weeks prior to the delivery of the weapons, he suddenly didn't want to comment on the matter.

For what the UN can really do, does it really matter ? The UN is plainly a costly bureaucratic playground for all the well connected from the world to give jobs to their cronies.
