Many existing mining facilities can be converted to rare earths refining. New ones could come online within a year if an emergency were declared and environmental regulations and government permitting scrapped. You can't wait three decades for environmental approval for new mining processes.

You mentioned "the West" several times, but China is courting its allies such as Russia or NK, and also courting new allies, such as India, against the US and the West.......whileTrump is going after "the West", bullying, insulting and ramsoning allies of the US, instead of building a common front against China.

The issue today is the circumventing of the protections, and the misuse of herbicides and other chemicals that have resulted in variants that are now resistant to eradication.  200 years ago, the issue could be managed. Today with the millions of tonnes of goods imported, it is difficult to manage.
