The navy training site at Sattahip/Bang Saray has a decent restaurant and Mahan coffee shop which are both frequented by foreigners. They flip-flop on security requirements and some times you have to leave ID at the gatehouse.

No, depends which entrance, the Marine base off Sukhumvit at Sattahip has been open to foreigners to play golf for years, except part of covid when it closed to foreigners as they were deemed a covid risk
