Two years ago once the new leadership came into place, they eased all border rules, allowed longer stays with very few checks and balances (Critically no criminal record check). The marijuana decriminalisation has meant trash druggies have started to visit Thailand. As a result more quality tourists, seeking safety have gone to other destinations like Vietnam where safety is paramount).

Looks to me as if the victim was backing away. It doesn't show what happened beforehand of course. It looks as if the guy's head bounces off the road when he goes down, so that might account for the death.
