I highly doubt that you'll find "moralist busybodies" on Soi 4. But as to the rest of Sukhumvit, I can see how residents would be concerned. How rational their concerns may be is a separate question. The Thai prostitutes probably complained, maybe even as "residents" because they probably live in the area, as they are the only ones with the possible motivation to cut down their competition, you know, taking jobs away from Thais.

Unfortunately they have a built in target on their backs because of their skin color. Easy to spot.

On the contrary, there are frequent reported raids in that area arresting the Africans... very difficult to clean up people who don't have illegal substances on their person, i.e. the Africans.
