No, mods and admins can not read PM's. PM means Personal Messages.

However, keep in mind that forum rules apply to PMs but the mods won't know about violations unless a member reports it. For example, if you let loose on an obscene rant to another member in a PM, you could face consequences.

Admins surely can.. They may choose not to, but anyone with access to the raw database can read PM's. and IPS admins would have that access.

I cannot read PM's.

Even if I could read PM's I would not.

But, as JT points out, abusive PM's are also against forum rules and if someone then sends it on to a mod or admin you will face the consequences of breaking forum rules

^^So who can? Or does this come under 'discussing moderation'. I would certainly expect the site owner to be able to read PM's if he chose (or the police).

As stated, we cannot read PM's and nor do I want to.

But there is now a report function on the PM, with which you can report an abusive PM. It's a new function, so I'm not sure how it works. Under the old forum software you had to send a copy to a moderator yourself. I believe the new forum oftware now automatically forwards a message you report to the moderators, and we can than have a look at it and take action if need be. Rules regarding abuse etc. also apply to PM's, but we can only act if a member choses to report a PM.
