Urgently looking for supplier of transition piece, sleeve, repair clamp or similar to connect water pipe PE to existing PVC pipe, 3-inch.

I would take the simple approach, likely not the cheapest method but the bits should be reasonably readily available.

Obtain:-

PE 3" to male threaded fitting.

PVC 3" to female threaded fitting.

Lots of PTFE tape.

Join the threaded fittings together using the PTFE tape and/or a suitable sealing washer. Bond the relevant ends of your home made transition fitting to the pipes.
