well i guess there is the cap one bank , and then there is the cap one MC and VISAs etc But:

Cap One, since its incorporation of ING Direct in the U.S., has gotten to be quite a can of worms...

Historically, they had most or many of their credit cards with no foreign currency fee, and were one of the few major credit card providers that did. And they still are, AFAIK, offering both VISA and MC credit cards.

But as for debit cards, things have changed and gotten more complicated. While Cap One 360 doesn't charge their own FCF, it appears they do include some level of FCF from MasterCard, and Cap One 360 only offers MC-logo debit cards these days....no more VISAs, which have a better exchange rate.

Then, apart from Cap One 360, there are still regular Cap One accounts and debit cards to be had for those who have residence addresses in areas where Cap One also has physical bank branches. But lately, they seem to have added both ATM transaction fees and % foreign currency fees for a lot of those different accounts, which is a definite step in the wrong direction.

Lastly, some members here have reported being unable to use various Cap One debit cards in the no-fee AEON ATMs, which is quite a disadvantage. But Cap One 360 MC debit cards are a relatively new breed, and we've only had scant reports from members about whether they are compatible or not with AEON's ATMs. (One member with a 360 debit card recently reported here that he could use it at AEON). But thus far, there hasn't been much confirmation on that detail.

And even if the 360 cards are in fact usable with AEON ATMs, the fact that they're MCs with a lower exchange rate and that it appears some small FCF is being taken by MC makes those cards less economical compared to other, VISA-logo options.
