I think that's just a problem with the translation. It's illegal to mix drugs in food and sell as food, in this case coffee. Seems quite clear what is meant, although the translation isn't quite right.

How does he expect to recoup his costs? Even at wholesale prices, adding enough Viagra to be effective after one cup of coffee ain't going to be cheap.
