Work permit and visa for foreigner on low salary

A friend who manages a division of a large Thai company wishes to hire a young foreigner for a job writing and editing reports in English for overseas clients that needs an native speaker of English. A recent bachelors degree graduate can do the job and the salary would be B30,000 a month. As far as I know there is no minimum salary for work permits but Immigration requires a minimum of B50,000 a month for 12 month extensions of NON-B visas. Would it be an option for the employee to leave the country every 90 days and get a new multi-entry 90 day NON-B visa from a neighbouring country, if he has a valid WP? I have read that Thai consulates in neighbouring countries are unwilling to give consecutive multi-entry NON-Bs any more and tell applicants to apply for 12 month extensions at Immigration instead. Does this apply to people with WPs too, or only to those who attempt to stay in Thailand long-term on NON-B visas without a job and WP?

Apologies for the delay in response, end of year rush.

In our experience, regional Embassies and Consulates will not issue the multiple entry non B visa even to those with a work permit. However, it is possible to obtain the multiple entry non -B in many of the Australian consulates with the work permit applied for.

Additionally, the minimum salary that a foreigner must earn (actually paying tax on) is 35,000 Baht (not 30,000 Baht).
