Good point, well made. There are cops out in Bahn Nawk that are being investigated for an incident where, after a minor collision, the driver was suspected of being drunk solely on his being incoherent. He was dumped in a cell until someone twigged that this was something else, and he was moved to the hospital. The preliminary medical investigation indicates that he had a stroke, probably while driving, hence the accident. I believe there's another one where a drunk female scooter driver was dumped on the floor at the police station for several hours before, once again, being moved to hospital where serious internal injuries were discovered.
