Prayut to introduce CoST system to tackle corruption efficiently

BANGKOK: -- Prime Minister Gen Prayut Chan-o-cha reiterated his government's strong determination to rid corruption off the Thai societies with call for all people to help.

He introduced CoST which he said will be an effective tool to tackle corruption.

He also revealed that a national anti- corruption commission will be set up to tackle the problem in both public and private sectors.

Speaking on his weekly television programme, Gen Prayut pointed out how corruption will ruin the country as a whole, and stressed the reason why his military-led regime had brought in the system to improve the transparency of procurement by state enterprises.

He said corruption is the source of all problems that are undermining the country’s development, reputation and faith.

He then said he would introduce CoST or construction sector transparency system in all government projects, reasoning that it could ensure transparency and prevent corruption.

He said he planned to apply CoST first with the second phase expansion of the Suvarnabhumi airport as a pilot project, before extending to all projects.

But he said prevention could be achieved efficiently only that it was cooperated by all parties.

He said the national anti-corruption commission will draw representatives from all sectors to take part and will tackle the problem both in public and private sectors.

The committee is aimed at prevention rather than suppression, he said and assures that it will not overlap with the work of other existing graft busting organisations.

It will only enhance their work, he said.

He explained further that the CoST system emphasised on the disclosure of construction information of large-scale projects which will make them in accordance with global standards.

He said without disclosure of information, accusations – both factual and false – will keep being thrown back and forth between accusers and the accused.

CoST system will reduce the channels available for those in authority for personal gain and will boost the efficiency of the civil sector’s regulatory and inspection procedures, he assured.

Perhaps he should consider curtailing the corruption that affects virtually every single person in Thailand. The 'Royal' Thai Police. Curtailing that single source of corruption would go a very long way to boosting the reputation of Thailand.

I could suggest setting up a criminal assets bureau as some European countries have done (anyone can be asked to prove how they grew wealthy-failure to prove all assets acquired legally results in forfeiture) this being Thailand though such an organisation would be as useful as tits on a bull...

Let's start by telling us how much is your salary Mr Prayuth

It's already been published.

The issue is the vast discrepancy between his salary and his net worth.

In the UK if you cannnot account for the money in your bank with a legitimate source, the authorities have the right to seize it as the profit of crime. If there was similar rules in Thailand Prayuth would be first in the queue.

So what hes saying is.... the NACC dosnt work. Well we knew that.

So start the ball rolling by declaring his own wealth gains and demand his cabinet did the same and then talk about transparency and tackling corruption.

Until then its into the rubbish bin of bs with all the rest of the talking heads.

Well wouldn't complete transparency help, as opposed to false or real accusations?

Where are the reports about how such wealth was gained by most police officers, Generals, Army Generals - and to put it to the top - the echelons of Army ranking officers, all worth hundreds of millions of baht?

So, Prayuth... where is your own disclosure? And those of your class mates? bah.gif

Spot on Commerce. But how much tax have they paid over the years. That should be where they look to tighten the screws. The only way to account for any profit I understand is to say it came from share trading (capital gains). But honestly I don't think all these military types are that smart to have such windfalls to add to their wealth.

Income Tax got Al Capone; what is good for an American thief/thug should be also good enough to catch a Thai Thief?

As I've said before, this "transparency" starts at home, so Mr PM, let's see exactly where YOU and all YOUR classmates got all YOUR "unusual wealth" from first of all, and that includes all family members, maids, cooks, drivers, or anyone else that you may have put titles, deeds etc in their names to obscure just how much it is. The same as they ALL do here. And did you pay ALL your taxes correctly also over the years?

Do you get a kick out of all your negative posts. Especially when someone is really trying to do some good. You have a warped and twisted mind. I wish some one in the army would read your post. You would probably be jailed for defamation

He is creating nothing, this is an organization that already exists http://www.constructiontransparency.org/home

You and all the other knockers should really check these things out before leaping in and posting. (stupidity)

Big big Thank you supreme leader Thai junta general prime minister prayuth the great. Thank you for giving the Thai people and thai nation CoST. Now with CoST (and the removal of Thaksin), Corruption in Thailand is now a problem of the past.

We will support and directly erect you as your super leader forever and forever.

There are number of posters on this forum who elude as to where the PM got his wealth, I wonder if the Thais are as interested or bothered about it?

The PM should consider, however, that it would be good card to play, being open and transparent, a tool he then use against others who are a bit backward in coming forward, people whose assets defy their means.

Corruption has played a big part in Thai culture, if not the region for a long time and nobody shoudl be under any illusion as to how hard will be stamp it out, that Prauth is staring to tackle it is good news, but results need to seen soon, we all need to see that everyone is taking the subject seriously, more seriously than the lottery ticket price which now seems that things have reverted back to normal, not a good start for dealing with the problem.

This is a public forum, and until such time as the mods deem my posts inappropriate and delete or ban me (which they have on a few occasions already), I'll continue to post whatever I choose thanks very much.

You see it as "negativity", I see it as sitting in a room with the lights on and seeing all that is around me, whilst I see you as being in a dark room unable to see anything. But each to their own. You have the right to any opinion you want and to say whatever you want here (within the forum rules), as do I. If you don't like my posts, there's a simple solution, block me and then I won't "bring you down" or annoy you.

As for defamation etc, there's nothing I say here I wouldn't say to that person's face if the opportunity arose, and I'd willingly take whatever consequences that came from it as I personally prefer to speak my mind instead of pretending or accepting everything is all happiness and light just to fit in. But each to their own.

And don't worry, they already ARE monitoring all of these these threads and posts.

And the day they come to kick down our doors and take us away for 'attitude re-adjustment' for simply speaking our minds, well then you know Thailand is well and truly broken.
