Commerce Ministry permanent secretary Chutima Bunyaprapha-sara yesterday filed the complaint with the Crime Suppression Division of the Royal Thai Police.

THE RICE POLICY and Management Committee has filed a criminal complaint against those alleged to have damaged rice in government stockpiles.

Commerce Ministry permanent secretary Chutima Bunyaprapha-sara, Foreign Trade Department director-general Duangporn Rodphaya and representatives from the Public Warehouse Organisation yesterday filed the complaint with the Crime Suppression Division of the Royal Thai Police.

They alleged that more than 100 defendants caused losses to the |government and should be |subject to criminal and civil penalties.

On December 19, the Rice Policy and Management Committee agreed to assign the Commerce Ministry's permanent secretary to file the case with the police in order to punish participants in the previous elected government's rice-pledging programme for irresponsible storage of rice stocks.

According to the allegation, about 3.6 million tonnes of rice in about 700 warehouses either disappeared, was damaged, or deteriorated in quality, causing huge losses for the government.

Low storage standards

An inspection of the total of 17 million tonnes in the stockpiles allegedly found only 12.2 per cent or about 2.1 million tonnes of the rice was of good quality, while the rest had deteriorated because of low storage standards.

About 5 per cent of the rice was destroyed.

Previously, the Thailand Development Research Institute estimated that the pledging programme had cost the country Bt660 billion.

It further alleged that about one-sixth of that cost, or Bt123 billion, went to politicians involved in the rice-subsidy project.

Based on the government's ability to release rice from the stockpiles over the next 10 years, the country could face a cost of up to Bt960 billion for warehousing and operational expenses, the institute claims.

The government spent up to Bt985 billion buying 54.4 million tonnes of paddy over two and a half years under the pledging programme but most of the Bt560-billion producer surplus went to medium-to-large-scale farmers, the TDRI claims.

More important, it said the "welfare cost" of the policy exceeded the producer and consumer surplus by Bt120 billion.

if its criminal i guess the public can expect the cib to request arrest warrents for those involved. Now where was it mentioned or noted the names of those involved? I note 100 defendents are alledged to be involved and then politicans are mentioned as stealing several hundred billion baht. are these undercover politicans, thus nameless?

How much of the stolen money was brought back up again today from these corrupt politicians?

Deals have to be made behind closed doors to ensure that the penalties fit the crime (i.e. zero for most if they have enough cash and are willing to hand it over) and it's complicated to ensure the right people get the right amount of payoffs. Lots of number crunching to be done.

the ptp/reds/their close friends/family that own the storage sheds/participated in the corrupt practices etc will never face anything, they will blame the lower downs and just keep laughing all the way to the bank. We will not see any politicians or any other hi so's charged with anything, it will all be the fault of the workers and none of the corrupt money will be forth coming.

Sure a pure coincidence that this pops up during ongoing impeachment proceedings??

Commerce asks CSD help to arrest over 100 corrupted people in rice scheme

BANGKOK: -- The National Rice Policy and Management Committee yesterday filed legal complaints with the Crime Suppression Division (CSD) seeking its help to arrest more than 100 government officials and civilians who it believed to have collaboration in the controversial rice pledging scheme handled by the previous government.

Acting on behalf of the committee is Permanent Secretary for Commerce Ms Chutima Boonyapraphatson.

She filed complaints with the CSD on Monday seeking its investigation and take legal!action against its government officials and trading partners in the rice pledging scheme.

She accused them of theft, embezzlement and frauds after huge amount of rice stockpiles kept in godowns of these partners were proved to be low quality rice which did not meet declared quality standards.

Besides several hundred thousands of rice sacks went missing from the godowns.

She pointed finger at conspiracy between corrupted officials and private trading partners in the missing rice and low quality stockpiles.

She also handed relevant documents to the CSD investigators to be used as evidence.

According to her, more than 100 people in government and private sectors were to be prosecuted. Most of them were allegedly involved in selling substandard rice to the rice scheme.

Ms Chutima said civil servants who were aware of or had taken part in the wrongdoing would face both disciplinary and criminal actions.

Their cases would be forwarded to investigators and the National Anti-Corruption Commission for further investigations, she said.

I agree, but the warehouse operators have been in place since the early 1990's....I have trouble believing they are Red or Yellow..they are the Rice Goodfellas.....

This contrast much with BS here that blame everything on the government and mades a difference in the actual loss. The total loss is still a moving target with many working parts

Agree with most of your post, but, just wondering about all the dem's/Yellow/their family/friends that own storage sheds/participated in the corrupt practice etc???

You do know this has been going on for how many centuries now??? well before "ptp/reds were ever around, and the only ones that could afford to build storage sheds were the hi-so rich elite so-called good people that should govern the country, and don't question me, I'm good I'm good.

You seem to forget that every region has it's own 'hi-so rich elite' so-called good people taking care of their own. Some in North and NorthEast maybe shifting alliances, but their attitude hasn't changed. Just check the family background of the PM who started the RPPS and positioned it as 'self-financing'.

Now silly me thought that politicians WERE a part of the government certainly on the PTP side.

They are really going around in circles here. The TDRI stated a long time ago that their report should not be used as evidence. This report was already discarded by the Attorney General. Is this really all they have?

The 123 billion is simply a percentage of the total loss based on the normal corruption rate in Thailand. The TDRI did not uncover 123 billion bht in corruption.

As such, Mr Somkiat said that the NACC should not refer to TDRI’s research report as an “evidence” to be used in incriminating anybody because an evidence in academic aspect is different from an evidence to be used in a criminal or political case being investigated by the NACC.

The TDRI president said he believed the NACC was capable of finding their own evidences to be used in their case without having to refer to TDRI’s research report.

I agree, but the warehouse operators have been in place since the early 1990's....I have trouble believing they are Red or Yellow..they are the Rice Goodfellas.....

With 54 million tonnes of paddy (or about 37 million tonnes of milled rice) new warehouses sprung up like mushrooms. Some maybe owned by those traditional warehouse owners, lots by 'entrepeneurs' I would think. Maybe even the odd politician's relatives.

Furthermore the government also had some responsibility in accepting companies to store government rice.

The government on hiring millers and warehouse owners to participate in the RPPS had the obligation to manage, control supervise and audit.

I think only a firing squad will discourage this type of behavior.

Unbelievable there is little public outcry or or the general population "up in arms".
