NLA Member suggests Lottery Tickets be sold in Banks

CHACHOENGSAO, 16 March 2015 (NNT) - A member of the National Reform Council (NRC) has recommended that the government sell its lottery tickets through banks in order to eliminate middlemen.

NRC member Chalee Charoensuk visited Kok Sab temple in Chachoengsao province to observe a new archaeological site. During his visit to the province he found that the area was still selling government lottery tickets at an inflated 120 Baht per pair. Mr. Chalee therefore suggested that the government sell lottery tickets through government banks, such as Krung Thai bank, in order to eliminate the problem of middlemen overcharging local people.

A local lottery ticket seller in the area, argued that despite its pledge to reform the price structure of lottery tickets, the government itself had yet to reduce its selling price to merchants. He said the Government Lottery Office still distributes tickets to sellers at 105 - 106 Baht per pair with prices likely in increase in the future.

The local merchant also suggested that instead of cracking down on peddlers who sell overpriced lottery tickets, justice would be better served if the authorities pursued the middlemen who had inflated the ticket prices to the sellers in the first place.

Stupid idea, it is not an investment - banks should have no association with lotteries. If they are to be sold by any "institution" it should be 7/11, minimart and grocers...... but never banks.

So tickets can only be bought Mon-Fri 8:30 to 4:30, and not on weekends?

The queues at my bank are long enough as it is - can you imagine hundreds of lottery buyers further jamming the banks?

Tell me a bank in Thailand that doesn't charge a fee for doing anything. You can bet the bank is going to want a percentage of the take.

No no, better yet sell liquor in banks! So many bone head ideas and all of them got to make the headlines. Nothing substantial to report, so report the most stupid things possible?

I think that the concept is for the GLO to supply the tickets to the banks, which would then sell them in bulk to the end-vendors -- thus eliminating the middlemen.

Great to have those lovely banks who dont in anyway shaft us already being involved, i am sure they will not make any profit on this........They will probably charge a 1000 baht fee if the ticket was bought in a different province to where it was issued!

Apart from the five wholesalers, there's nothing all that wrong with the current system that I can see. And with the wholesalers, they could simply be replaced by a single company - 7/11 could fill this role purely as a distributor to the sellers. With its integrated computer system, 7/11 would not be able to fiddle the books, thus it would get a sensible fee to distribute the tickets, and the sellers could collect their quota of tickets from the stores at the govt's set price. That's a theory - but I guess there will be holes.

No one does anything for free, there was a short documentary done by a farang recently which gave a breakdown of the prize money pot- i was shocked about how little was paid out compared to how how much is likely paid for the tickets etc.

It was something ridiculous like 20 million paid out each draw, and they must make 100's of millions in ticket sales- no wonder its difficult to stop.

If they are going to do it at that margin they may as well make it a direct Govt lottery at least that way there is a hope of putting some money in the public purse...... i doubt that though.

Who wants to go into a bank to buy a lottery ticket ?. How long is that queue going to be ?.

This ridiculous idea brings home just how fundamentally broken Thai society is. People will try to scam money at every possible opportunity and think there is absolutely nothing wrong with that.

This is what Suthep and his fellow marchers fought for, cheaper lottery tickets for all. Reform is making the country great again. Cheaper motorcycle taxis and car metered taxis, corruption, temple donations returned. What are they going to do about the price of ice cream? It's way to expensive now, the NRC should be brought to task.

If your bank isn't a government owned bank as the OP suggested you'll have no problems and if purchasers went to the branches of the banks that are open in the evenings and weekends they wouldn't have problems either.

That's why the banks would be wholesalers selling to the public at the proper price of 80 baht, their cut will come from the lottery office not the retail buyer.

No, it was a member of the National Reform Council suggesting an idea that may help the public get lottery tickets at the legislated price. There is something "knuckleheaded" about trying to do the right thing?

Banks are banks, they are not lottery runners. If its a commercial organization which makes a lot of money, why should it be just handed over to a bank? Surely an open bidding to operate should be undertaken?

That's the idea of a lottery, to take in more than is paid out.

That's where the money goes now! The lottery office (the government) sells the tickets to the contracted distributors.

That's the idea of a lottery, to take in more than is paid out.

So why is the Government unable to reform this? Surely they have the power to tell the contracted distributors to play ball or else?

A lot of banks are overcrowded with customers waiting for normal service. I've never known a country where banks work through customers more slowly owing to outdated systems, poorly trained staff and piles of unnecessary paperwork. When will the day come when all these old fashioned 'bank books' are phased out in favour of one plastic card that just has to be skimmed ?

Can just imagine the length of queue's of people blocking the whole place up to buy lottery tickets........madness !
