Unreported rapes within families (by husbands or fathers) probably not included. What would you suggest for the victims? Also, you have assumed all the way through this thread that this little promotion is targeted solely to attract female Thai tourists, what if it isn't and was never intended to be. What if it was designed to promote Thailand as a good destination for western females to learn about the virtues of Thai culture. That was the way I read it. I may be wrong in assuming that the vast majority of female Thais are already well aware of the virtues of Thai culture, but I seriously doubt that., as some Thai men males have a habit of demonstrating how the system works, daily.
