Best Internet provider / Upload speed

Most internet providers advertise their download speed, and that's what matters for most users anyway. In the near future I will need to move a lot of data and especially upload a lot of pictures in RAW format. I'm not happy at all with True, very slow, up to a total standstill a couple of times a day. I'm in Bangkok, is there any company you can recommend that offers good and stable speed, both down and up ? Even with True if there is a way to get a better service than the one I get now, Sales people at their shops are usually pretty useless, so maybe they offer more suitables package than the one I have now Ultra Hi-Speed (??!!) 15M/1.5M @ THB699/mth
