Cabinet okays funds for new breathalysers

BANGKOK: -- The Cabinet has approved Bt234.4 million for the Interior Ministry to purchase 2,930 breathalysers.

The devices will be allocated to 1,465 police stations, with two for each precinct.

An Interior Ministry source said yesterday that the road-safety project also required a budget of Bt478.8 million for the purchase of 532 speed-detecting devices, each worth Bt900,000, and another Bt957.6 million for 1,064 mobile speed-detecting devices, also worth Bt90,000 each.

This part of the proposal has not been put to the Cabinet yet because the Budget Bureau has been questioning the high prices, the source said.

"These devices would be supplied to all police stations," the source said, adding that many precincts used another type of speed-detecting device, which is said to be of ordinary quality, requires little maintenance and costs just Bt130,000 each.

A portable breathalyzer that the police use costs at least $500...$500X2930 =1,465,000.00 coverted to Thai Baht = B38,063,865.1454 Minus Budget of B234,000,400.00 = B146,638,250.00 that will go into someones pocket.

And absolutely meaningless.

What does this amount represent ? Thai Baht = B38,063,865.1454 and actually equate to ? cheesy.gif

They might last for quite some time and prove to be good value since the amount of use is questionable with ' on the spot ' fines and driving on as drunk as ever available or if the driver is ' somebody ' breath testing seems to get ' overlooked '.

Too bad Chalerm isn't part of the Cabinet anymore, at least he could have tested the breathalysers to make sure they are not fake

Maybe they should include funding for 5,000 high intensity LED flashlights (60 million or so should do it) so the police can more easily identify those of rank and privilege.

This would help prevent the unpardonable sin of waving a breathalyser at those above the law.

80.000 Bath for one breathalyser.
Would be helpful if the manufacturer and the exact brand would be named.
Prices for mobile breathalysers can range between 4000 Baht for a simple device like ACE Alcoscent DA-7100; ACE-Sensor: M;
or 70.000 Baht f
or a professional meter with printer like Dräger Alcotest 7510 (used by the German police).
These are the list prices before discounts.
If you take large quantities, discounts between 30-50% are possible.
A public tender would then bring clarity.

Well it's a small price to pay to start getting the drunks off the road.

yes based on how many drunks there are out there driving around they should be able to recoup their investment in no time

The problem is that he's a VIP so the test would always be negative no matter how much ear medicine he'd had.

but only to be used against those with low incomes. Anyone of status, who has a lot of cash, or even a celebrity (by Thai standards) that kills a cop will be spared the indignity of having to be given the breathalyzer.

They won't be used against those on low incomes because they wouldn't be able to pay the fines to pay for the breathalysers and the 'profit' margin. As the elite are Teflon coated, middle class Thais and Farang had better watch out.
