Sorry if this was already explained, I didn't find it.

 

I bought a new car, I have to wait 2 weeks for the blue book and maybe 2 months for the number plate.

Meanwhile I have the red plate.  I was told that I cannot drive outside the province and at night, probably it's just a 200B fine if the police stops me,

but I can go to the vehicle registration office and ask for a permit for driving everywhere and at night too even with the red plate.

Do somebody know if it's true?

they gave you a little book with your red plates, if you need to go 'outside' your area, fill in the details (just follow the entries before you) and you are good to go.

if you don't leave your area, don't even bother with red plates, just drive 'blank'.

never mind 'the rules', there is no such thing in thailand.

They didn't give me the little book with the red plates, so today I went to the car shop asking for it. They asked me 300b  plus 1000b deposit for it , anyway I should wait one week to have it because has to be authenticated by the transport office.

Instead I began to ask questions about why I have to wait 2 months for the plates, came in a document was missing. I gave it , an employee went to the vehicle registration office with all my documents and come back after less than one hour with blue book and plates.

It take less than one hour the register a new vehicle(paid by cash), why they ask to wait two months?

it seems to take 'a while' to get your actual black plates, i do not really know, why.

but your red ones should have been accompanied by that book as the cops ask for it when you venture outside your realm.

i paid thb 2700 bond for my red ones and got that back - in cash - when i returned them to collected my blacks.

but i also paid cash for my car.

Most Thais like to drive around on red plates for months. New car. Its status. I once drove my new car for 18 months on red plates. Caused me no real problems. Drove around at night and up country several times.

For Brits red plates are best described a " Trade Plates" they have the same limitations but are just abused because people like driving around on them here in Thailand

2 reasons for the delay in white plates:

Many people like to drive with red plates to show they have a new car; and

the longer the dealer waits with registration, the longer they can keep the money that you paid for taxes in hand and use it for other things.
