That was completely different situation .

The ball-boy in Hazards case, laid on top of the ball and wouldnt give the ball back, deliberately time wasting .

   Hazard kicked the ball from beneath him , so play could continue

 

One incident shown in isolation; this ballboy could have been hanging on to the ball several times already. It is not unknown for ballboys to help the home team and at the club's bidding. Remember Dave Challinor at Tranmere the long throw maestro? He was always handed a towel to clean the ball, no towels available for the opposition. It's called cheating.
