I have a re entry permit that I don't need to use now, and as have some Ringit left from my last trip to Malaya would like to have a short trip to Malaya for a change of scene.

What is the best time to go to avoid the crowds, and hopefully the rain?

it seems to ALWAYS rain in Penang, but in general all time of the year is okay for travel to PEN and LGK.

Just avoid the peak-season periods (Hari Raya Aidilfitri, Chinese new year , X-Mas & Western new year.)

And the Malaysian school holidays (google for them, it's easy) as prices will go up.

Nowadays it is not even necessary to rent a car in LGK anymore, as GRAB has arrived at both places, which is a significant improvement compared to earlier years

I would watch out for the smog during the dry season. Langkawi airport was closed a few years back due to smoke. To try and avoid the rain is not possible as it rain when it wants to. I further agree wwith Talibans comments,  although I prefer to have my own car when staying on Langkawi. If your resort is out of town any taxi becomes difficult and a rental makes sense.
