the PULLMAN KHON KAEN fits the bill, the best Hotel not only in Khon Kaen but probably entire Isaan. Should cost less than 3K most of the days. Location is perfect too. Though there are many other good hotels in Khon Kaen that cost a lot less. KOSA or CHAROEN THANI are more or less next door to the Pullman and cost just 50%. Both are perfectly acceptable and comfortable. Agoda/tripadvisor is your friend.....

I've stayed at the Kosa twice. Extremely clean, walked around with white socks on and they stayed white. It's not booked full all the time like Pullman. Thinking it was 1600 or 1800 a night. Great breakfast too

I've stated at Kosa and Charoen and as you say both good. If o had to chose iwould go for the latter just for the breakfast which was slightly better

Pullman is best but I always end up at the Roma for only about 600 baht.

 

Old hotel but friendly staff , secure car park , 7/11 nearby plus plenty of places to eat at night. Best of all is the excellent breakfast to be had in the Vietnamese restaurant across the street. Two eggs in a hot dish with sausage, two mini French rolls , Orange juice and coffee

Thank you. I stay at Chada Veranda. A three minute walk to the bar area.

 Just another option for you as for the money it is a great place to stay. 

 

I stayed at Chada Veranda in 2015 too, good budget place, but very basic, and I believe the OP is looking for a little more creature comfort as his budget is 3K

Budget is 3k. He may of course be happy to pay less than his budget. I am simply giving him another option that I am familiar with.

I stayed at Roma too years ago, and it is truly a mediocre place (even now after some half-hearted renovation took place). Almost same price as Chada Veranda, and in a much less favorable location. In case of a budget option, Chada Veranda wins hands down

Won't argue with that. The renovated boutique rooms at 650 are not up to much but the beds are huge and comfortable. They have better rooms for 600. I usually look at two or three rooms before choosing one.

Not tried the Chada as being near bars is not a priority.

Does it have a good covered car park ?

 

As others have said ......with a 3000 baht budget, hard to beat the Pullman. Very swanky and the lobby is a great place to have a coffee and hang out.
