Can they do such a thing..  YES

 

Is it legal, maybe.. in BKK they have zoning laws and you can't operate things like that in housing estates. Not sure about Isaan.

 

But even if its not allowed, getting it enforced is an other matter.

 

Just look at the dispute between those BKK ladies and the markets in their area.
