Top police transferred as volunteer cop charged with manslaughter in death of motorcyclist

Three top police officers have been transferred from the Samrong Neua (North Samrong) police station in the case of the death of a motorcyclist kicked off a bike.
 
CCTV footage caught the moment when a volunteer cop kicked the 25 year old victim off his bike. He died from a head wound.
 
His girlfriend, who went to the police on Thursday, was riding pillion and was injured. 
 
The volunteer cop has been charged with manslaughter and is in custody, said Samut Prakarn Chief of police Pol Maj Gen Thammanoon Traithipyapong.
 
Meanwhile, Region 1 chief Pol Lt Gen Suwat Jaengyortsuk has ordered the immediate transfer of three policeman at Samrong Neua station pending an investigation into their conduct.
 
They are station chief Pol Col Decho Sosuwannakun, deputy station chief Pol Lt Col Surasak Meewiriyakun and Pol Lt Col Traimitr Wongpornpradit. 
 
INN reported they have been transferred to inactive duties until further notice, reported Sanook yesterday. 
 
The incident happened in the Samrong area south east of Bangkok on Wednesday.

Why were the cops transferred? I don't read Thai so perhaps someone could explain. They weren't with him when he kicked the dude, were they?

In related subject, there was arrest of serial killer in California other day, and he used to be a cop whilst some of  killing and raping happening. Don't think any transfer there... although most admin cops probably long retired by now

Yes, there are a couple local to me. They are not usually armed and wear kepis and olive green/brown uniforms. Ineffective in my experience.

I looked up the word from the Thai article (aa-săa dtam-rùat) and a proper uniform for those is dark blue:

Like a company security guard! I can see how these guys could be dangerous if not recognised for what they are!

Training, supervision, written regulations, review, oversight, accountability, consequence, transparency. All in short supply.

There never seems to be any follow-up regarding cops transferred to inactive duties.

This appears to be the only "punishment" given to the bib that are openly caught doing no good?

Not much incentive to be law abiding when the penalties are so inadequate.

So -

Where are all the "inactive" police?

How long do they remain "inactive"?

Do they just simply leave or return to normal duties in maybe another province?

They probably (under supervision of the police) have the right to stop you on your bike. They are of course not allowed to kick you from your bike.

Part of my post was a victim of the nightly Thaivisa breakdown/timeout :sleep:

Indeed not easy to distinguish all these "guards".

So look out for their badge :biggrin::

They even have them in Aus manning the desk while the real ones are out doing their job.
Also the normal Pattaya police had them. I used to work with different nationalities at the police station only, just help with the translation.

A good decision.

 

Jail the bas*ard for his murder and violent behaviour. Also send a clear message to the top brass that they need to act with deeper dilligence on educating and supervising the behaviour of their boys (and themselves perhaps?)
