Vehicle registration plates

In all the countries that I know, the modification of the registration plate can only be made by a government institution, here in Thailand I have already seen many means of transport 1. without the plate, 2. with circulation plate covered with white paint that makes almost impossible to read the same from a distance, 3. old cars / motorcycles with red plates (temporary plates).

Some people tell me that even in Thailand it is not legal, others tell me that it is legal.
