What format yields identical print?

PDF is pretty much the only format that will always look and print the same way on all devices. That's what it was created for.

 

DOCX may work, and HTML may be OK also, though there are many variables that may mess them up.

He may not know that it is easy to edit a .pdf these days especially if 'printed' directly off a native file.
