Two miscreants brazenly flouting the law yesterday
 
An initiative in Khon Kaen in north east Thailand is giving a new meaning to the term helmet-cam.
 
Previously this was a device on a motorcyclist's helmet - particularly the police - to help in matters of evidence and when there were accidents. 
 
Now the helmet-cam is CCTV designed to catch motorcyclists 24 hours for not wearing helmets. 
 
The cameras will also trap transgressors at red lights and those that exceed the lines while waiting at intersections.

The system - developed by bods at Khon Kaen university in partnership with J.P. Intelligent Systems Engineering - is hooked up to the police. 
 
Fines for those caught will be sent to people's homes. 
 
Three downtown areas of the city are now covered as well as areas in the university campus.

Assuming this is not facial recognition, the fine process will rely upon number plate recognition. That won't work if the bike has no number plate.

 

They have pushed these schemes in other provinces and they usually collapse after a few weeks as the follow-up work (I.T. maintenance, determining the driver not the registered owner, etc.) is either deemed too hard, too time-consuming or the whole process cannot be controlled by the police and the police are deeply suspicious of any law enforcement they cannot control entirely.

And what about the 10 year olds who "borrow" the bike when someone at work or asleep. Who pays those fines.

I live in Khon Kaen, these signs been up for few years. They do a lot of police checks stopping motor bikes no helmets and licences.

Do you old folks remember the old original Mad magazine in the 60s and the paperbacks that came out now and then?  I recall one cartoon where a motorist stopped to talk to the police man that was parked right next to a street sign that said "Speed enforced by Radar".  The motorist asked how much does that system cost?  The police man said $10 dollars.  The motorist asked surprised,  that radar system only costs $10 dollars?  That seems awfully cheap for all that technology. The cop replied:  "what technology"?  All we did was buy this sign.
