Could be a stooge for the administration to give the appearance of a democratic process.If he was fair dinkum about his concerns he would do more than just say he dissapproves,which he might be.

Tell me a single government department or function that *is* fit for purpose in TL. The whole management thing here is incompetent on a good day and corruptly incompetent on all other days. Prayuth's oft-stated drive against corruption is a complete fiction; the clean up needs to start with him and his mates. In my opinion.

Then they should seek employment in a factory or supermarket filling shelves.
The EC or justice system is not a place for domesticated robots.
