The quota is 60-70 tonnes, which attracts 27% tarrif. Where does the 70,000 tonnes come from? It attracts 57% tariffs. Sounds like a government winner to me. And if 'more than 25,000' Thai farmers can only produce 80,000 tonnes, they do seem to have an issue. A bit like their rice harvest being less productive than Vietnam.

Reskilled? ???? All those workers you see are making less then 10 percent of typical minimum wages in US or Europe! 

It's OK, with 86542584 more tourists than this time last year spending $7458 per person each week at 73% more than last year they will make up the difference. Also, Thais need to raise garlic prices even if it means not selling any garlic at all. Finally, they proposed a walking street in every street in Thailand so that will also help.

It must also be said that the Thai worker generally has a large coat that grows in the middle of both hands.
it does not help for work, whether agricultural or in industry ...

A farang friend has a very large farm (his company, not him directly), he only has two workers because it is very mechanized.
If he is not behind them watching them closely, they would almost always be rolling a cigarette or even sleeping under a tree.
