Panlop Singhaseni, the governor of Prachuap Khiri Khan province, issued an order on April 4 to close all hotels to contain Covid-19.

All hotels must comply with the directive once their guests check out and they must inform the local government about the number of guests they have currently.

The new order also prohibits any ship from anchoring in the province except in emergency cases while fishermen must ask permission from their local headmen.

Violators will face a fine of up to Bt100,000 and imprisonment for up to two years.

Check-out and go where?

Thais can possibly travel back home.

Foreign guests are stuck here with no real flight options to leave, where are they supposed to stay?

The governor don't have to think about that, it is not his problem, can you imagine?

When they don't really know what to do, bureaucrats tend to feel that they have to do something.  So they do something random that doesn't really achieve anything and may, in fact, be counterproductive, but gives people the illusion that they 'are doing something about the situation'.

You normally see this sort of thinking from the Immigration Police, but it looks as though the provincial governors are getting into the act!
