Thailand is allowed or not

Fill your garden with a hundred satellite dishes in Thailand if you want and no one will notice anyway.  I think you'll be okay.

Singapore is a tiny island, they can't allow people to install sat dish. Have you seen the 20-30 floor apartments in Singapore? 

 

You can use starlink in Thailand but I don't see why you want to use it. Fiber internet is cheap and plenty here.

My neighbors would use them to dry fish ...

Individual condos may have restrictions on what you can nail to the outside, but generally it's a free for all.
